Paldiski, in the northwest part of Estonia, was the site of the Soviet nuclear submarine training center. Until independence it was a closed military city. After independence, large parts of the Soviet military population left to go back to Russia. The result: excess housing. Some blocks were stripped like this, while other buildings were buldozed so that there were heaps of rubble of the fallen buildings scattered around the town until about 2000 (cleanup was a political promise during elections).
